A black sedan slowly pulled up on a street in the town.

The young man continued, "Number One is in Bana City negotiating refugee resettlement issues at the administrative office. It is unclear when he will leave. His accommodation should be at the foreign affairs guesthouse. We can arrange for your people to enter the city.
