Although Waka wasn’t a member of his crew, this tavern was his territory, and Waka had to hand over a portion of his earnings to Atlas. So, with Waka’s death, everyone present feared Atlas’s retaliation.

Kaido had no strategic combat skills like sensing auras; he was just a lunatic who wouldn’t listen to reason and only knew how to charge.
