Donnie said, “Mr. Spencer, Jermaine Sara committed suicide out of guilt, leaving a vacancy in the position of Coast Guard’s Seventh District commander. While in Washington, I discussed this matter with Minister Andrew, and we both agreed this is a matter for the Coast Guard itself. The successor for Jermaine Sara’s position should be decided by you. However, we both believe this person should have indomitable qualities, only such a person can regain the credibility crisis Jermaine Sara brought to the Coast Guard, don’t you think?”


Samuels Spencer felt conflicted. Donnie’s words, naturally, couldn’t be taken at face value. Spencer already understood, that despite the formal words saying the Seventh District commander’s position was to be decided by him, the actual meaning was that this position would be given to Donnie’s people!

Miami is the closest U.S. city to the Turks and Caicos Islands, and the Coast Guard’s Seventh District happens to cover this region.


Samuels Spencer didn’t take long to decide.


Giving up the Seventh District commander’s position was undoubtedly hard for Spencer, but the current situation spoke for itself. If he wanted to continue having a cooperative relationship with Donnie, he must relinquish the position.
